If it's without any enhancements, Energon Megatron is probably the strongest of the lot.
But Movie Megatron seems pretty tough, in any case.

Cyber Keys were accessories of the Cybertron TF figures. They triggered action features. In-story, these keys were used to unlock stronger weapons.
Nemesis Breaker was a dark evil 'clone' of the autobot Leobreaker. He could transform from a liger into a robot and into a huge clawed arm which Megatron could wield.
