did'nt no Red skull had any powers, so as far as i'm concerned Magneto

Magneto takes pity on Red Skull and builds him a new face out of metal. RS changes his name to Dr. Doom and expands his campaign of evil greatly. Magneto vows not to do any more good deeds for anyone.
