You bet. Go to the upgrade page from each character's bio and you'll see a reset link under their ugradable choices. Just be sure to read the warning with it first...

no, there is no option to start over, but you can change almost every aspect of your team except faction, and the number of bots you have(one you create a bot, you can't delete, but you can reset it's stats, rename it, change it's alt mode)
