And we at least know three things that it won't be:

Okay but wouldn't Primus essentially be similar to Unicron in terms of size being that he transforms into Cybertron? I'm not familiar with the character all that much, only that a brief skim.
Would there be other forms of him based on select media they could go with that isn't planetary?
I can't say I'd be all the interested not having any connection to the character, it does make me regret missing Unicron even more though as time goes by.

But I can't see this form requiring a HasLab release, since all it would take is a simple redeco of Commander class Rodimus Prime from Kingdom.

It's baffling that they haven't done it yet, considering the two bottommost pics I shared are from the Generations Selects manga that ran from 2019 to 2021, and was all about that particular design of Primus. I lost mine and I don't want to pay the eBay "tax". I already had to import it from Japan because the initial distribution was crap.

I'd be surprised if he isn't still shipping to stores being part of the last 2023 wave. I haven't even seen that wave in stores yet (though Pulse is currently shipping 2024 Core wave 1).

There's already a precedent with SG Jetfire. So they could do the same as they already did with Kingdom Magnus and repaint SS86 Magnus in Delta/SG Magnus colors with a bonus alternative evil head and swords.

The only stores I ever see stock Commander class toys are comic/hobby/collector stores. Nothing at mass retail.
