Oh snap, your pointing that out just made me realize something brilliant (that is, if the brilliant thing turns out to actually be true).
Takara Broadcast's Headmaster being Twincast in blue makes a whole lot of sense for the Japanese G1 cartoon continuity since Broadcast had died and got rebuilt as Twincast in The Headmasters cartoon, but then later in the Japanese G-2 fiction, he's seen in one image as having reverted back to his original Blaster color scheme for reasons unknown. Not only that, but his head design got changed into more resembling his visor-eyed Marvel G1 head design.
An out-of-universe reason for this new look could be that, like the pre-G2 designs of Optimus and Megatron seen in this pic, this design was meant to represent the Action Master Blaster toy, and the Marvel-esque head design likely came from artist Hidetsugu Yoshioka having been a fan of the Marvel G1 comics (which he had access to via specialty import shops in Japan back then).
But, while that's all fine and dandy from a real world perspective, there was never any in-universe explanation given for how Twincast got turned back into Broadcast... until now! Or at least, there's now potential for an explanation! And knowing the kind of continuity nut Hayato Sakamoto is, I can fully see him using Legends Broadcast as the means to show how Twincast went back to being Broadcast.
I speculate that the explanation might be that Twincast got turned into a Headmaster (meaning he got smaller), then got a new Transtector body for him to bond with and become the head of, and said Transtector not only sported his original Broadcast colors but just happened to also have a visor-eyed helmet. Granted, it's not exactly the same as the one he had in the above G-2 image, but it's a step in the right direction that could lead him to having that visor.
