No it isn't. Now his sizing up from Super Ginrai to God Ginrai makes less sense since he needed to size up to the bigger enemy. The feet being like that in both the show and the original toy doesn't suddenly negate the feet's looking weird. Big being the smallest Convoy/Prime would be ironic as all get out. I could see this being in Takara Transformers Legends comics.

Well, let us be honest, whatever TakTom called it, Bat Convoy came with Optimal Optimus, who was slagging Ginormous in the cartoon, as a targetmaster drone. No reason they could not apply the same spin here.
