Well im assuming the Legends line will follow the path of Wheelie, Shockwave, Rewind, Condor, and Jaguar and only come with a titan master head. (No vehicle) So im guessing "Gong" is going to be the Japanese repaint of one of the many titan master heads that Hasbro released. If not, I stand corrected. But I dont see any evidence of "Gong" being Brawn.
That's what Takara does, though. Repugnus was released as an individual Titan Master; he didn't have a body made for him. You might be thinking of his fellow Monsterbot Twinferno, who was released as a full Deluxe.

キックバック ("Kikkubakku") is definitely "Kickback", but クロバー ("Kurobā") wouldn't equate to "Crowbar" due to the ロ ("ro") vowel being a short length vowel. Then again, that Grimlock did have a toy-accurate red visor instead of a show-accurate blue visor, so this could be a second chance for Japan to get a blue-visored version. Or, it could be a brand new guy named "Clobber" who isn't Grimlock but a brand new character. And possibly a Decepticon at that since it does come with Kickback, after all.
At the very least, we know now that the "Crowbar" name isn't phonetically accurate to クロバー ("Kurobā").

The problem with that is Takara doesn't do repaints unless it's an 84-86 character and they also won't do characters they have no atatchments to unless it's a real odd one. That's why this crowbar character is such an oddity but he's probably gonna be some obscure character that only Takara knows and was never made into a toy but had some protype or design from the 80s
