there are several factors that would effect Teletraan-1's scan and alt mode allocation. one could assume that the cybertronians have a set volume, with exception to megs, soundwave and others who we see mass-shift on screen. it would make sense that the size of the transformers would remain as they are, but just have a scaled up or down alt mode to fit the body mass of the robot mode.
to put it simply, a short robot who was given a normally rather large cab over engine truck alt mode, like Pipes or Huffer for example, would remain the same volume in alt mode, a small truck. the same applies for the rest of the minibots.
Why would Teletraan-1 do this? the Ark crashed from high orbit and remained offline without maintenance for millions (billions?) of years, perhaps it was operating in emergency mode, or malfunctioning somehow. assuming this, any transformer with an earth alt mode (assuming they were in the crash and were repaired by T.-1) should be out of scale.
but how does this apply to the constructicons? the show was rife with walk-on characters who were assumed to have been there all along, but just didnt appear on-screen in the Ark crash. there are two origins for the constructicons, one being they were created by megatron on earth and another that they came from cybertron. the latter origin coupled with the walk-on nature of character appearances would create an opportunity for a scale discrepancy, which brings me to my point, that this discrepancy could be applied to any toy incarnation of the team.
