They were specially sculpted mannequin heads.

Hmmm, I think I can see where I was mistaken. Last time I checked the 3 stories I mentioned (not counting the 3,5,2 doctors appearances) are the only complete stories available on DVD. I should have spotted the mistake as I own the war games on VHS.
