Strip that enamel off, and paint it with an acrylic.

Enamels eat into most plastics, and will not cure on anything other than metal or styrene; not urethane, not PVC, not vynil, none oif them. Enamels were originally meant to be used on metal, not plastics to begin with. That is why I always use acrylics.
