Probably because TW didn't want the online bashing frenzy to starts months ago. This early bashing would have lowered Pre-orders from sites.
When something is good,companies usually advertise it early. Says who? I think TW-03 looks like a undersculpted cartoony rescuebots 3rd party toy.
While I dislike both 1.0 deluxe bumblebee & TW-03. I think 1.0 BB looks better as it has better proportions,clear windows & a sleeker look.

I'm willing to wait a year to buy the Hasbro MP BB toy. I already liked how it looked, but this comparison shot almost makes me want to pick it up and replace my RTS Bee with it.
