According to Takara the two were designed by different people that hadn't seen each other's work (New Rodimus was designed first). Strange coincidence if true.
Edit: Comparing the two I'm not really seeing any similarities, I don't know what all the hubbub was about. Universe Inferno looks more like New Rodimus.

In Japan that probably sounded exotic at the time, like how their word "shin" (new) sounds to us.

At least "Sky Garry" sound silly and original, "Star Convoy" sound cool and ultimate, and "Grandus" is basic, but does the job.
"New Rodimus" just sound like a jar of detergent.
