Depends on the continuity. In most depictions (like the G1 cartoon), Optimus isn't the 13th Prime because the Thirteen don't exist as a concept in most continuities. Even the Transformers: Prime cartoon treated the Thirteen as being Optimus's ancestral predecessors rather than his siblings.
In fact, the 13th Prime originally wasn't even supposed to be Optimus. That decision came about later, while the original plan was to deliberately lean into the mystery and ambiguity of the 13th's identity and make him just some nebulous, legendary figure destined to appear when the time is right according to some ancient prophecy that may or may never come true.
