The two Decepticons are the main villains of the movie, there is Shatter who is voiced by Angela Bassett and is the red car and appears to be a triple changer accounting for the helicopter blades on her shoulder, the other guy is called Dropkick (Doubt it but wonder if he is anything like the 2007 character, they have similar color schemes so maybe) he is voiced by Justin Theroux and transforms into a blue AMC Javelin, this makes me think Barricade isn't actually in the film (tis a shame if true) because I hear that Jess Harnell's previous statement was vague or something.
Nice article with info including how the two cons have personality and character.
Their designs are a nice blend of the best parts of the complex movie aesthetic with some of the more smooth and round G1-lite designs, these cons are less monstrous and more colorful then most previous cons which is nice and refreshing. (Thank god the fem isn't a traditional shapely one)
(I got the original pic from Tfw yes but I'm attempting to see if EW has a digital magazine so I can get some pics of my own)

Set in the yesteryear of 1987, the new Transformers film (out Dec. 21) finds the wounded yellow Autobot taking shelter with a teenager mechanic (Hailee Steinfeld) while trying to avoid two Decepticon trackers.
As the film prepares for its Comic-Con showcase in San Diego next week, EW has the exclusive reveal.
One of the Decepticons is Shatter, who takes the form of a cherry-red Plymouth Satellite. She will be voiced by Angela Bassett.
Dropkick, whose vehicle form is a blue AMC Javelin, will be voiced by Justin Theroux.
Bumblebee is very much a throwback to the original 1980s cartoon, with the hero returning to his Volkswagen Beetle form instead of a Camaro. But the film is breaking tradition by giving the Decepticons wheels instead of wings.
“The two main villains are Decepticon muscle cars,” says director Travis Knight (Kubo and the Two Strings).
There is one flying villain, whose identity and voice actor are still under wraps, but otherwise, these bad guys will be prowling the roads rather than the skies while pursuing their prey.
Although the film focuses only on this trio of Decepticons, the filmmaker promises these two will have more personality than usual.
“When the cast is too big, and you have a finite amount of time, there’s only so much you can do to create an investment in them,” Knight says. “This is a more personal, intimate, and character-driven story, so it felt right to keep the villain plot relatively simple and contained. If you keep things lean, you can add a lot of other stuff on top of it that makes it more enjoyable.”
In other words, there is more to Shatter and Dropkick than meets the eye.

I remember an earlier rumor that both cars were triple changers somewhere.
I don't remember everything I read I just read the tfw2005 movie threads constantly because that's where information and rumors come from usually.
Edit: There is a cockpit on the blue guy's chest. (Bigger picture)
Edit 2: Those are not helicopter blades on Shatter's shoulders but actual plane wings on both shoulders.

Just to clarify the rumor that apparently came from a long time member of Tfw2005 (Which is the biggest reason why people believe this stuff is possible legit) who was at some early screening was that the jet wasn't Starscream, not that the jet was Ramjet (That's something fans came up with because he's the only other seeker with the closest resemblance to the jet con)
It is likely to not be Starscream because of (Potential spoilers) Said early screening had the Seeker dying at the start of the movie. but things could have changed since.
In my opinion? I think it's possible that it was going to be someone like Ramjet but after the news came out that Bumblebee might be a reboot I think they might have changed it to actually being Starscream and not dying
Edit: Does anyone else remember what else was included in the earlier rumors that claimed that the two Decepticon cars were triple changers? Because since that info is confirmed to be true there is a chance the other rumor stuff is also true.

Yeah I'm trying to keep up with the websites and such and updating as I go.
I'll be keeping my eye out for further news and rumors especially since SDCC will probably bring us some info.
Anyways it seems that Barricade might not be in the film after all however the two cons share many similar features to TLK Barricade's design so maybe he is involved in some role? (If Shatter and Dropkick die it could give Barricade a reason to be rivals with Bee)

Two Decepticon Muscle Car Transformers from Bumblebee Movie Revealed

The reveal comes to us from Entertainment Weekly and we thank Seibertronian Deadput for sending the news our way. The kibble is pretty great and I'm happy to see these designs, I think the biggest problem wasn't the aesthetics in of itself but more so that characters didn't resemble past versions of themselves for the most part and that Decepticons were given monstrous designs to visually distinct themselves from the Autobots.
My own personal opinion of course, I think that from a spectacle standpoint that the live action film aesthetic is more interesting to look at on the big screen then the simple designs from G1, Although Bee does a great job of being a perfect blend of the two.
Edit: I think Dropkick turns into a helicopter actually, he seems to have possible rotor on his back and the cockpit in his chest looks more like a helicopter cockpit then a jet one. So there goes the theory that the two combined into a jet.

They both seem to have a little helicopter kibble going on in their shoulders. They might actually be triple changers, or have some type of Safeguard situation going on.

Maybe they combine to form a helicopter? Like Battletrap except their combined mode is a vehicle. Either way, I really like the look of them! Glad that they keep the complexity of the usual Bayverse designs.
This does bring up an interesting point, though. There were supposedly going to be 4 Transformers in the movie, so that would be Bee, Starscream, Shatter, and Dropkick. But wasn’t Jess Harnell returning as Barricade? Maybe it’ll just be a cameo or something.

Shatter has jet parts not helicopter parts (She has wings on her shoulders not blades) so unlikely, I think their not combiners, unless it's a fictional jet helicopter.
The guy who was at the screening basically said that "The movie only "stars" 4 robots, not that there would only be 4.
And considering that in the apparent early screening that The seeker who isn't Starscream died at the start of the film, I'm guessing possibly perishing while chasing Bee which leads to the latter eventually being discovered by Charlie I think that the Seeker isn't among those 4 and is the cameo while Barricade who hasn't been shown is the last of the 4.
Edit: Oh yeah I forgot about that one of the other things the guy said was that Megatron has a cameo in the film frozen like 2007 but he has a G1 like design with a bucket head and arm cannon, also Optimus has a cameo and has a more smooth g1-ish design like Bee does so if that's true then that's like 7 robots in total including cameos. Bumblebee, Shatter, Dropkick, Barricade, Seeker-Bro (Starscream or Ramjet-or-any-other-seeker-name) Optimus Prime (cameo) Megatron (Cameo)
I think I also heard rumors that Hot Rod was in a flashback cameo but I'm not sure if that's true, there has been plenty of rumors and I don't write or bookmark them which is really a pain when I need to bring these rumors up again. (I'd would suck as a journalist)

I'm placing spoiler labels on these quotes of his so if you read them and they turn out to be true don't go blaming me for clicking on them.
About Shatter and Dropkick, (Plot spoilers, not in depth but still story stuff) "these were the two decepticons that become triple changers and help out and then betray sector 7. They have some great scenes in this movie"
He also says (I don't think this counts as spoilers since we already know they are triple changers) "Shatter turns into a jet, while dropkick turns into a helicopter. His blades hang off his back Blackout style."
As for how the triple changing is shown in the movie "The triple changing becomes a huge part of how they fight in the two big battle scenes we get with them. It gets decently creative with how they swap between modes. I think its pretty well reflected in how both robots have car and aerial parts on them the whole time."
And as for Barricade "unless they created brand new scenes and footage there wont be any sign of barricade. These two are the main antagonists of the film." Hmmmmm maybe His appearance might be like that certain character cameo in the end of Solo and not part of the main film.

In all seriousness though I do think they will try to make this movie a dull purpose one, to be both a prequel to the Bay films, but also the start of a reboot. (As for how that could work, the events of the movie would still be the same, it would be the movies after this one that would diverge into two different timelines)
