What do you mean by allotted? That Hasbro will only let them remold one part, or that they only have the budget for one part?

Mostly budget. Remember, such parts will only be used once, twice if lucky (Breakdown's head, Thrust's wings), and were it not for budget, 2007 Dirge would have gotten new wings too.

I was find with the idea even before the text story was posted, so long as the head looked enough like both of them. Using fiction to justify the club's screw ups only has a novel appeal for so long. This only justifies novae, of a the hyper variety to me.
