I suspect one of the reasons the designers made the arms non-articulated is to provide stability in gestalt mode. Since CW Devastator's overall design follows the G1 toy, those arms are supposed to be his "ankles", meaning they have to be strong enough to support half of Devastator's total weight.

And an extra gun. I didn't count them though as I was comparing the base figure only.
