I'm guessing a lot of people would consider it to be Hook as he forms the head and shoulders (look at Voltron, head and shoulders were always the leaders).
But to me, it'll always be Scrapper. He's the embodiment of leadership, he literally has the weight of his team on his shoulders.

My kid mind always had Long Haul as the leader. Probably 'cause dump trucks are cool. I was surprised when I found out that Scrapper was the actual leader.
Now in my adult-ish mind I'm torn. I'm running on fumes of kid memories and at conflict with what is true to fiction. I kinda still see Long Haul as the leader.
More than likely when displayed and in my headcanon, I will continue to see Long Haul as the leader. He is the largest bot and will look better displayed in the center of the group when not combined. He also forms the core of Devy, which a lot of strength comes from.
