High Moon can't program for computer. Why do you think they decided not to port to PC this time around? Another company's doing it because HMS isn't capable.
They use Unreal because that's what they have the best ability for right now...or some restraint similar to that (whether they hired initially for UDK, or the people already on their team decided they were going for UDK, etc.).
Even so, it's so much easier for certain kinds of people to program in UDK versus coming up with your own engine, or using other engines.
That figures. Still, so much more can be done for PC with the Unreal engine (UT3, the game the engine was actually designed for, is a PC game after all, and an excellent one at that).

Yep, I guess so, except I don't really do multi-player. If I could use the unlocked characters/downloadable characters in single player/campaign mode then it might matter to me, but at least it's something for the masses that do game online.
