I know some toy companies in Japan are fiercely competitive, but I guess they've been known to collaborate, or license other characters for toys on rare occasions.

1) They could simply do a very comic-accurate redeco of Victorion just like what done for TF: Legends Windblade.
2) They could completely change Victorion's deco and component identities into being all preexisting characters, such as the obvious changing of Dustup into Nightbird.
