That must be it. I got notification from the CW Leader Class thread, which was also moved fro the CW thread.

I figured that was the case. Not sure why anyone looked at this and thought it was CW Prowl. That Starscream is definitely just an unscaled version of the Legends figure as well. They are identical.

Only in basic transformation. It's been established earlier in this thread that the prototype was for a line of simplified Transformers for 2011, before Prime was expanding into a line of its own. Furthermore, the transformation seems to have been re-used for Gen. Legends Starscream, so what you're looking at is actually the original
