Well, if it was done solely by TT, it won't be cheap, because it won't have hasbro budget support/constraints; I'm hoping for under $100

Star Convoy was exactly the same price as the MSRP for Siege Leaders in Japan so it really doesn't matter if Hasbro helped support the figure or not, it was never going to cost less than that. Armada Convoy is a different story. From what we can tell of our first look he's going to be a 100% new mold which as a potential Selects figure would make him a bigger gamble than Star Convoy and the Seacons which share parts and engineering with other figures. I doubt they'd be able to sell him as a Leader, he might qualify as a Commander if he's complicated enough, or he could just be unclassed like a lot of Takara Tomy original figures are.

That was more educated guess than rumor. It would need even more extensive retooling than Star Convoy had since the entire core bot is new and much of the top of the trailer would be missing since they formed Rodimus' arms and would be redundant. By the time they remove the unnecessary parts and obvious Rodimus parts there really isn't much left to work with.

I, obviously, can't speak in definitive terms... But given that they (almost definitely) have the first two in hand, I think these delays were intentional so that the whole combiner could be finished in the span of about of a month.
