I agree about the shoulders. And it looks as if they are using those big spikes on the shoulders in their boast about it being "23.5 inches tall". Which seems like cheating. I generally don't count protrusions towards a figure's overall height. For me, when the robot is standing in a normal pose, it's the height from head to foot which is what I count...

It looks like they didn't even build in shoulder rotation, but the transformation design and stability may have contributed to that choice, too.
Edit: scratch that, there is at least one stock image with limited shoulder rotation, I missed that.

It won't beat the Siege tetrajet for more uses, it has at least 11.

Thing is, if you are one of the (seemingly many) unfortunates who have fallen victim to this mis-matching, what can you DO about it? Will Hasbro send out replacement parts if you contact them? Or will you have to send the whole figure back, and they'll send you out another, and risk them doing the same thing all over again? We know what the problem is, but affected persons don't have a solution.
Perhaps Seibertron could set up an "exchange" thread, wherein people who have these mis-matched accessories can compare them, find compatible mis-matches, and arrange swaps online? If it'll start the ball rolling, my Shrapnel figure has two copies of the "4" stamped leg/gun accessories. If there's anyone out there who needs to swap out a "2" or a "3" copy of theirs, and get a "4" replacement? Let me know and I'll arrange for my minions to make the trade!
