Some say they are close, but by my count, there's still a long way to go. Plus the 7th live action film will extend the life of it even further.
I think the problem is that the TLK Decepticons were done dirty they first time around. Onslaught and Mohawk got no merch while Berserker got more than Nitro Zeus (despite being a gag). Not to mention that they were given some personality and then immediately killed off (which is kinda the reason people like Impactor now that I think about it). On the other hand, hasbro could sell me Barricade ten times because he was oozing with unique Decepticon energy... until TLK stripped that away.
With the BB stuff, it's clearly trying to advertise the new direction the series is taking. Dads will see the designs on the shelves (or more likely, trailers for the next film) and realise that Live Action Transformers now resemble their legacy designs.
Personally I'd love to see Toy Only bots get SS treatment once the Movie Cast runs dry. There were rumblings of a SS Breakaway a while back that never got past concept art. And I kinda think that's a big problem these legacy toylines run into; many of the characters we like are the toys we enjoyed and weren't featured in the main media. I love characters like 07 Payload, Skullgrin, Needlenose, etc because I've had them and formed my own memories with them but they'll never get full Generations treatment because they weren't featured in a cartoon or movie. That's why Hasbro cut Polar Claw entirely from Kingdom.
