It's funny you bring this up. Over in Japan, it's actually not very common for toys of villains to get released in children's toylines. When Transformers was first released in Japan, it was actually quite startling to them how many bad-guy toys there were in the range. Oftentimes, Japanese-original toylines will either release only a small few or even zero bad-guy toys at all, because it's the heroes that Japan wants kids to get into and admire, promoting them as good role models so that kids can grow up to become respectable and productive members of society. Bad guys are a bad influence, so they get little to no toys.
In the case of Missing Link, since it is a Transformers line, it's still in its infancy as a line, so starting off with a bunch of good guy toys is a much safer bet for the line to succeed in Japan. Bad guy toys may still come, but figuring out ways to give articulation to a lot of those old Diaclone and Micro Change toys is pretty tricky. A good starting point for the villains would be Soundwave, since his G1 toy already had some good articulation, so I'd expect to see him released first. What's stopping his release, however, may be his cassette minions, as figuring out how to increase their articulation may be the real difficulty and you just know fans would complain if Soundwave didn't come with at least one of his cassettes.
