I don't think that's what's being implied at all. Remember -- unlike where CW had just a Combaticon wave or an Optimus Maximus wave, the limbs for each Combiner this time around are spread all throughout different waves. So if all of Elita-1's Limbs aren't out yet, they can't just advertise her with them on -- you'd be advertising toys that kids can't get yet.
It's more like how early promotional material for CW showed Optimus combining with Wave 1 - three Aerialbots and a Decepticon - even though he later got a dedicated team.

Wouldn't make that much sense to retool those just panels. Besides, the leaks were of such quality that distortions when enlarged could easily occur, then there's Hasbro's penchant for mistransforming.

You sure about the bolded ones? I thought they were "added on", given that Scattershot has a few other parts changed, something the others did not do, plus like Brawl, Sky Lynx was a late addition and may not even have a second option built in.
