I don't think you'll need to worry too much about that. The clear plastic windows are separate from the frame they're in. In other words, it's not a whole clear plastic piece painted over like they did with Jazz.

Nope, if anything, it makes it more ridiculous. Why come with a Hand/Heel Support if it can't be an arm or a leg?.... Even with all this, I'm not saying people shouldn't like the figure, or get it if they want it. It's just an aberration that would have fit much better in Siege than PotP. It doesn't fit in my combiner system, so I have no desire to acquire this figure.

Not necessarily. Heck, I'd take a 4-pack of G1 seekers from the Unite Warrior mold. (By preference with Hotlink/clone as the fourth limb).
It really makes me miss Botcon and the Club right about now. That was a great route to direct obscure characters and those missing from the role call. Placing my fleeting hopes in TakaraTomy Mall, eHobby, store exclusives...

In regards to the club, did you get that Unite Warriors Starscream redeco they released? Thats why I dont miss the club one bit, inorder to get that figure (even though one would hope for a thundercracker instead of a SG Starscream), you have to get the subscriptions filled with other overpriced figures you dont want.
Anyways, I dont think the line was cut short, and the torsos having no dedicated limbs is instead to me indication that they are being transparent in there being no rhyme or reason to this. Its just characters they had not released yet in the Generations line and they had gotten feedback that their combining gimmick worked well so it was give to everyone so that any kid or parent could buy toys from the line on the shelf and have the option of combinging it together.
If there was any semblance of limb dedication or extra teams, Takara would have done something, even release them in the same wave (which they did for Abominus and Volcanicus) but they didnt even do that and instead released starscream with only the following 3 limbs in his wave : moonracer, dreadwind and blackwing.
So yeah doesnt seem cut short at all, just seems random and its no different than making everone a headmaster in the same line so that random characters can interact with eachother.
Now, while i dont think there was more planned for mass retail, there were definite plans for other boxsets or exclusives. There are definite hints at mosntructor or dinoking and part of me still thinks those boxsets will come out.
