Here's the thing. You are going to end up with extra torsos no matter what. Even in CW there were extras unless you decided to pick and choose which figures you got, such as skipping Hasbro Cyclonus and getting Grand Galvatron instead. I recall you've worked something out with all the available CW, UW and club offerings to have a set of complete combiners, but that costs a fortune and many people couldn't afford to do that. TFSS is no more, and they were the best source of extra limbs followed by Hasbro's may mayhem.
PotP will be no different. Just looking at the leaks, we have 5 torsos already from the first 4 waves, but not all the limbs. There are going to be other voyagers, but there just aren't enough slots for deluxes to make the full sets you desire for any new voyagers.
So no matter which way you slice it, there will be extra voyagers. If that is the case, they might as well be Thundercracker and Skywarp to give the fans who have been begging for Voyager seekers for at least a decade what they's been waiting for.
I'm actually indifferent on this. I don't have to have to have complete combiners or teams or symmetry between Autobots and Decepticons. I'm also indifferent on the need for voyager seekers, but I would buy all 3 if they came out as a regular release.
So from a neutral perspective, I think releasing Thundercracker and Skywarp makes a lot more sense for Hasbro than filling in the wave 5 and 6 Voyager slots with re-releases so that there are no extra torsos.
