It seems like youre implying he needs the suit to get there, but he can fly now. He killed the last clone to take the tcog.

Unless the Harbinger has working automated medical facilities, how's he going to install it? And that's assuming the T-Cog survived Starscream exterminating his clone.

Well, if it is the Apex Armor, maybe anyone can wear it, but (like the Forge) only a Prime can properly use it. Somehow, I don't think it's an artifact of the Primes. If it was, something tells me that it would work like the Forge of Solus Prime - only a Prime can make it work right, thus Starscream wouldn't be able to use it. I think it's a Decepticon invention, or something from the Golden Age.
