Looking at it from a certain angle with my eyes it's definitely Shadow Raider (Pretty cool name honestly) mostly due to the shoulder "bullet/missiles" that Lockdown has on it, as well as the weapon (and the pose it's holding it) as well as the general color pallet.

Because he's a villain from the upcoming Bee movie and a triple changer (Although not in the toy), he's nothing like Whril besides turning into a blue helicopter.
Would you rather Whirl be turned into an actual villain and lose out on the one eye that makes him special?
