We've had no proof that they combine yet. Seeing Devastator is not, in itself, proof of combination. Devy could in fact be an independent toy. It's kinda hard to tell from such a distant grainy look.

It was announced on stage that Studio Series Devastator would be formed by 8 Constructicons.
Here is a pic showing him off.
If were going off the pic it seems that the combination is going to be:
Mixmaster as the head and probably a deluxe by the looks of things
Scavenger and Overload as the torso as well as shoulders and thighs with Scavenger probably being a Leader and Overload being either that or a voyager.
Scrapper as the right arm and looks like a voyager.
Hightower and Scrapmetal combine into the left arm and both are deluxes.
Longhaul and Rampage as the legs.

Now, has it actually been confirmed that all eight of the Constructicons that comprise him will be the same independent Constructicon figures that are to be sold at retail? Because I'm just not sure how the heck they'd pull that off with Mixmaster. It'd be cool, don't get me wrong, but it would be very complex.

Honestly, the smaller-than-scale size of that Devy makes it seem less likely to me that they combine. I mean, if all the component robots were in-scale (and so far they have been), that would almost force Devy to be as well.
Granted, we haven't seen some key ones like Scavenger or Mixmaster (Who is where the combination would really complicate things) yet.

Actually no, it wouldn't force Devastator to be in scale because he was made up of more Construction vehicles than what comprise the Constructicons we know in the film.
