I don't think it would be the third OP though, that would be two OP releases in successive waves. Retail Drift and Dino I purposefully did not mention though, and I kinda stated why but I guess I'll point it out in more detail. Hasbro's numbering goes in order of both release date AND size class for each figure, with the numbers for exclusives seemingly being designated solely by release date. That's why when Wave 1 came out, all the numbers were in order, as they got released fairly close together and in order of size class. I assume that according to this, the 26-30 Deluxe wave, 31-32 Voyager wave, and assumed 34-35 Leader wave will get released about the same time, especially given their showing-off of Op and Jetfire combining. If 31 is Drift or Dino, then they either have to be part of the 26-29 wave, making it a wave of Deluxes with SIX unique figures, or they have to be an exclusive. We know because of the Amazon listings that Dino and that particular Drift are retail figures, so neither of them can be 31. Same thing with 34, if it isn't DotM Megatron for some reason. For it to be either of them, they would have to be exclusives again, or there would have to be a Deluxe wave in-between the announced 26-29 and 39-41 waves that would only include 1 new figure. We know from the Con panels that Hasbro considers the 26-29 wave to be Wave 1 for SS in 2019 and the 39-41 wave to be Wave 2, so there can't be non-exclusive Deluxes crammed in the middle.
The only possible spot where Dino or Drift could fit is as 38, and if that were the case, they would have to be a part of the Cogman-Shatter-Scrapmetal wave. If they are though, then it would make no sense for them to not have been shown with the rest of the new figures, and it would be a weird outlier compared to every other SS Deluxe wave, as every other Deluxe wave had all it's contents revealed at once.
Therefore, logically, Drift and Dino cannot be 31, 34, or 38, unless one or both of them are exclusives, and we already know that they aren't due to the Amazon leaks that revealed them in the first place. The only exception to this would be if Hasbro decided to treat one wave of Deluxes completely differently to the 5 other Deluxe waves in the line in terms of how they were revealed.
