I vaguely remember seeing a news story about this a long time ago, I think it was only given away in south america or something hyper regional so that would probably explain why it's not available

I can't speak to any of those except Hot Rod and Cyclonus.
Both are great figures, and Cyclonus is phenomenal imo.
