I don't think he does as something that large would be visible in the other mode too - but it is at least a slight possibility to consider.
But it does describe this as G1 version so heck who know maybe there is another version entirely with Tracks (again unlikely).
They may have decided putting tracks on him didn't make sense when this character is huge and Comic Fort Max is normal sized.
It does get me wondering though is this supposed to be a space ship in the "Transport mode" if it has one or is it not supposed to move at all and is just a Robot/Battlestation and hopefully a city.
I'd actually rather like him to have a spaceship mode if they wanted to give him one and then simply allow you to make the other two modes as well - since they always were pretty similar anyway with only a few changes to the towers and legs in the main being the difference between city & battle station on the original toy.

Not impressed with this one though. I am surprised that they didnt remold the cab more than that. They did remold the front lights, so why not do a bit more? And that base mode They didnt even use the legs as ramps like in the pic below:
