Right, but the point is that they'd also need a Brainstorm that:-
-is in the same scale as the other Headmasters
-has the same Headmaster interactivity with them
-has the look he had in the Headmasters series
the Voyager Brainstorm just wouldn't work, so Takara obviously decided to break the rules this one time.

It does seem possible that Takara might be more prepared to break their rule with such heavy re-tools as Skyshadow/Overload - but it seems kinda likely they might just skip him - which would be pretty bizarre as he's a japanese Character in origin.
HOWEVER - there is a way to get him out that may have been overlooked which is if we swish the mental curtain and remember the early 2000's they used to release repaints as "USA Editions". So perhaps they could release Shadowchappy that way via a means like the Tomy Takara satellite Mall stores or e-hobby etc..
It would be darn well peculiar if Takara decided to go with Thunderwing instead. But I can understand if they felt there was some ability to rejig the mould further into Diatlas.
I also wonder what Tomy/Takara will do with The new Magnus repaint/remould. if he's more like the Hasbro toys and different to Super Ginrai might get a pass or might he also be in line for a obscure method of release.

To get Eject, Frenzy and Steeljaw etc..out there. This might especially be the case if they plan on later on releasing Twincast & Soundblaster some way or other.

You say this, but, how many years did it take for gen sky shadow to get released in Japan? If anything, this is proof that he won't be released in the legends line

Second time, you're forgetting Blaster and Soundwave. Again, they'll break the rules when they feel the need. I could see them following that trend with Black Shadow and Overlord, it's certainly the best versions of both we'll likely ever get.

Many of the right details. The right scale. They might push it further back along the line or wait until the next line but a Ginrai-level retool would make this an AMAZING Dai Atlas.

That doesn't mean it's not possible. All it takes is a retooling of the helmet and chest piece. The Titan Master herself needs no retooling done, as a consequence of Black Shadow's inner robot being just redecoed from Thunderwing's in G1.

Huh, I knew that Overlord was a female and male human team, but I didn't know the titan master's design was that.

I hope Overlord has the same sort of thing as Sixshot where you don't have to remove the titanmaster from the helmet for transformation.

This is exactly my line of thought. Seekers would get a pass for obvious reasons and recent retools of Soundwave and Blaster have been more than just a head swap (as well as having a much of tapes/discs to go with them). Figures like Getaway (Breakaway) probably don't stand a chance of being released in Japan (unless an exclusive can be made out of him or at least his head), but considering how heavily different the top half of Black Shadow will be compared to Overlord I really don't see any reason why Takara Tomy wouldn't release both.
As for Hasbro doing Thunderwing, I think it's fair to assume Sky Shadow is his pre-tool. Just doesn't make sense to do a somewhat obscure character like him first compared to a much more popular character like Thunderwing. It does fit Hasbro's MO of doing unexpected characters first (Sentinel Prime, Laser Prime, Megatron) before their intended use (Astrotrain, Octane, Blitzwing). Might have to wait until Power of the Primes before it actually happens, though. He's one that can transform with the head attached thanks to the helmet, right?

Western Overlord didn't have a male and female partner neither was those partners the dominant one. they were basically non-sentient / semi-sentient drones that functioned like powermasters only were linked to the weapon systems as well as the power systems for propulsion.
I suppose you could if you really wanted to claim they were also normal all be small robots or also human or nebulans in armour.
But unless the bio they eventually have for it says 'she' - I can't see any reason for a western Overlord to be a she (by context of the head) otherwise wouldn't it be over-lady ?
But then I'm still a little bit confused as to how the heads are supposed to work in context - the Titanmasters imply the character is in the head - and yet the main larger toys imply the body has the main personality.

I think the individual Titan Masters are marketed as their recognizable characters that they form the head of because of name value.
