Interestingly enough, they left the wheel hinge from Siege Prime's legs which allows you to rotate the wheels to the other side of the lower legs on Siege Prime, in Earth Rise Prime's legs, but negated it completely by adding the back panel.
So, yes, potentially they could have made it to hide the wheels, but chose to disable the option for some reason.

I think that reason was 1) to save money and 2) to give the figure a nicer looking back than Siege since the Siege version had so many negative comments on the top of the truck hanging out on his back. The panels they added clean up the back of the legs in bot mode and was probably a cheaper option than re-doing the legs completely.
My perfect prime would be the legs and ab wheels from Siege prime with Earthrise primes upper half somehow merged into a single figure.

I don't have any ER Datsuns and don't intend to get any, so I could be remembering wrong, but aren't the legs completely different shapes too? I don't think that proposed combo would be able to transform at all.

It's really only an issue in vehicle mode.
