I think that's the idea, he's supposed to look dirty.
Thing is, he looks dirty in a "toy left out in the mud" way, not dirty in a "realistically weathered warrior robot" way.
Hasbro should have put someone from their Star Wars team in charge of the weathering for SIEGE, I think that would have given better results. Alternatively, they could have used whoever did

Observation I thought I'd share. Some have said that the transparent wheels on the SIEGE Datsuns make them look more Cybertronian. I disagree. Transparent wheels make them look alien, but to me such wheels suggest not Cybertronian but
Velocitronian:
I freely admit that part of that is bias from being a
Cybertron fan. But still, all the characters designed as Velocitronians for Cybertron
did have transparent wheels. Meanwhile in G1, every carformer who wasn't a hovercar had rubber tires even if they had a Cybertronian altmode:
