MSRP is just that, Hasbro's suggested price. The stores are still free to charge what they feel is right for their market. I also don't recall if they are raising MSRP for deluxes to $20 with the WFC line or if they already did this for PotP. Again, the prices we see and pay are the store's choice, not Hasbro's suggested price.
All that being said, I can still see Flywheels being a weaponizer as it should be a cheaper option and would match the theme with the other deluxe weaponizers. A double legends package would stand out against the rest of the line.

But that’s not what flywheels is going to be. He’s going to be like Cog so you can have a decepticon to transform and make armor or he will be a deluxe that separates into two vehicles.
If he was like Battletrap than it would be two legends in their own separate packagings that combine and can be sold as two figures just Battletrap was. But it’s not going to be that because we’re done with combiners.

Well, when it comes to Soundwave, we might not get another for quite a while, mainly due to this coming out sometime later:
And when it comes to the seekers, I believe it was confirmed they'd be voyager. Not only that, but it would match up with cartoon scale.

But they've effectively replaced Legends with Micromasters, at least for the initial waves, so they couldn't do that. Personally, my guess is that it will be more like Cog than Battletrap, but there isn't enough info to make a good guess one way or the other.

They did.
But they also said all robot modes would be in scale with eachother and yet we have Leader Shockwave, so both statements dont go together well.
Plus they also once said that Studio Series would all be new molds aside from the exclusive thundercracker. And we know how that turned out, so who knows.
