I totally forgot about this till I was rumaging through the basement and found my TM2 Megs Package. I dont understand why he is considered a TM2. He undewent the same prosess that Primal did, and Primal is not considered a TM2. Also he had three modes like the TM1's.
Im just a little confused can somebody explain?

It's just a marketing thing - Megs and Tigerhawk have the same aesthetics as the TMIIs and were released at the same time, therefore Hasbro declared them to be TMIIs.
I prefer the interpretation of one fan that classed Optimus, Megatron, and Tigerhawk as "Optimals" - the product of two Sparks occupying a single body.

That's an iffy distinction at best. Does 1+1=1, or does 1+1=2. Air-Razor's Spark + Tigatron's Spark in one Vok created body. An Optimal. The only real difference is that Tigerhawk didn't live to see his two halves seperated again like Megatron and Optimus did. And, IIRC, the two halves did return to seperate bodies afterwards in the Botcon comic.
