Well reading the Instructions helps and you will need a good pair off Cutters to cut the plastic but be careful not to cut the actual piece off the model I have done that in the past

Well Nail Clippers will work but if you go to Game Workshop they sell Model Cutters for £3 and yes their paint will work I have used it.
