I figured I'd get the jump on the announced 25th Trakker....
Here we go...
In the final race of the International Race Circuit the cease fire between MASK and Venom came to an end when Maximillion Mayhem was killed in a trap he had set for Matt Trakker. Enraged Miles Mayhem calls upom his recently extradited Father's assistance. The assault on Boulder Hill by the Iron Anvil squad of the Iron Grenadiers under the command of General Mayhem was everything short of perfection. The base was destroyed and members including Hondo where killed defending the base. In a defining moment of courage T-Bob intercepted a missle buying time for Dusty to escape with the intended target, Matt's son Scott. All of the original MASKS as well as the Clone, Split Decisions and new era Masks are now in the control of Miles. The only one remaining is the prototype Spectrum mask Matt Trakker's Brother hid at Starlight Studios in the care of Emmett Benton. Now in hiding all remaining member of MASK have made it thier duty to protect Scott, while Matt has made it his duty to destroy this newly accepted splinter cell of Cobra, using his contact with HiTech to join the Joe team as an advisor and diversionary tactician.

In the closing events of Cobra La, A squad of Assorted Vipers that where loyal to Cobra Commander attempted to retrieve him in his Snake form from the ensuing chaos, in their efforts they encountered Zartan and the 'Noks attemping to escape with anything they could get their hands on When the BET when critical the backlash triggered an effect in the Dragonfire Crystal given to Zartan by Pythona. Slight mutagentic changes not unlike but not as extreme as those Cobra La was formed from. It eccelarated Zartan's skin condition but made his cloaking and visual abilities natural. Each of the Vipers dominant feats where amplified. Faster, Stronger, with animalistic cunning.... the Python Patrol was born.
Python Patrol Crimson Guard:
Codename: Lyre
Among the Crimson Guards he was an unknown unknown, nothing of true exception neither good nor bad. He had an unnatural aversion to cameras, notably he is remembered as"Tthe face of Cobra" at the attack on Liberty Island for assaulting a News Reporter. Like his squadmates his exposure to the Dragonfire Crystal amplified his inborn abilities at the cost of amplifying his most negative features as well. His attention to detail is remarkable as if time seems to stop for a moment at a time for him to investigate every single thing before anyone else, ie CSI vison/bullettime reaction, allowing him to be able to go toe to toe with evenSnakeeyes for awhile at least.... His always calm disposition can fool most forms of lie detectors, drugs and interrogation, no one can tell if he is telling the truth or llying, not even himself, all the lies have folded into and on top of eachother, with little chance of decoding them, the effect increases the closer to their power source and again there is something else he seems to hide at all times.

Scoop's addition to the team was more/less a forced note to shed light on what and where the Joe team was and what their actual role in the world was. To in many ways silence the doubt that Cobra really existed. His induction was shortly after the events in Cobra La. During Operation Dragonfire his intel was almost predenatural. No detail goes unnoticed by him or his cameras, he was an observer sent by Hawk with Duke's covert ops project Tiger Force, where he and his team assumed false identities and traveled as a regular Army battalion in order to maintain a low profile while tracking the Sierro Gordo operatives that cost the lives of several Joes. Again later he followed the escapades of Sgt Slaughter and a hand picked team he called the marauders that traveled to known abandoned Cobra bases and made sure no one could use anything left behind to further their fight while putting some of their own tech to good use. Lowlight has little patience for him and even less for his constant whistling.
he is a Cg that went undercover as a joe, only his cover was never blown, and is fatally loyal to Cobra Commander beyond that of Cobra itself.
My take on Cobra La is a little different as well, it is not a millenia old civilization. Take the scenes of the non Joe present parts of GIJOE the movie as depicted by a toon 'nok. Baron Ironblood faked his transformation into Cobra Commander to go underground and assume a almost Juggler role among "the enemy" ranks. One of his projects was headed up by one of his more colorful minions Krakken, to begin testing mass versions of his own gene splicing in the himilayas (sp?) The facility went critical and was locked down and as a precaution a nuclear bomb was set off to quarantine and purge the biohazard. The explosion actually amplified the growth patterns and mutation of those specimens that had been cacooned within the facility. Dementia and isolation from reality and psychosis set in and in the isolation of the area they just populated their biodome under the surface, until ten years later hoping to find an abandoned facility to rally an evac from Cobra Commander leads his troops in to a pit of doom, and makes the mistake of using his mentor's name as leverage. The Dragon fire in my verse is in a crystaline form, both given to Zartan by Pythona, as seen in most of Sigma as the power stones and hell why not in Transformers in the episode where they found Skyfire. Mindbender stole what information he could and used that as the template for his venomization process
With the intel being gathered by Mercer in the field Sgt Slaughter wanted to make sure there where no more Cobra La's out in the world, so he put together a team to clean out all the bases that cobra had kept and make sure no one could use them again while excavating what intel and tech they could, kinda salvage and destroy mission.
Tiger Force is an agressive covert op/black bag by Duke and a few other joes to bring in/take out those responsible for the deaths of Duke's squad ie. Overkill and the dozen nameless troopers making them the hunted. Hawk approved the mission under the condition that they took Scoop to be his eyes and ears and they took Lifeline to keep moral control. Another assignment needed Wild Bill's expertise so a new comer named Skystriker stepped in as their pilot. Dusty requested to join them when he returned from SneekPeek's funeral, His assumed identiity was actually that of another fallen Joe he seved with, Mangler. This tiger force doesn't paint everything like a spitfire or if they do have tigerstripes on their outfit's it's actual tiger stripe camo.

The prison orange dayglow pants are classic for a time I thought of just making them leather brown and add him to the ranks of Night Force or modernizing him with the orangeblaze camo seen at most hunting supply places
I moved his knife from his chest to his belt, he has his canteen onhis back and even gave him a driving glove inspiration to his home in the Great White North and to add a lil more to his character I gave him one brown eye and one blue
