First: (if you haven't already, please read this.)

Second: The short of it: Starscream's arms while not broken, are stressed and could break at any given time if I'm careless.
Third: I've heard Gorilla Glue is the strongest you can find, so...if worse came to worse and I had to glue the pieces back together, yet have him still be functional...is there a glue, epoxy, whatever that would actually be strong enough to bond the broken pieces and still allow for transformation movement? Nothing rough, but standard, normal transformation back and forth on a semi regular basis (1-2 times a week, sometimes only 1-2 a month.)
Any tips, ideas? Thanks in advance, I really appreciate it.

It's been my experience that Gorrila Glue makes super glue look like Elmers.
But it's weak at first. You have to hold, clamp or otherwise fasten the two broken pieces firmly together for about an hour. Then, if the toy melts in a nuclear blast and is blown to atoms, that little bit of gorrila glue inside will be just fine, maintaining the shape and contours of the broken seam. Or pretty close to that anyway.
Gorrila Glue is meant to glue broken birdbaths, flagstones, and wood blocks. It does not break.
And if you get it in your eye, repent.

Though I've never used it on plastic (was always afraid it would melt it instead of bonding it), the stuff is insanely strong. Elmers also makes a super strong bonding glue. It comes in a tiny little aluminum tube like that crappy mozzarella cheese string model glue, only smaller. That stuff bonds and never lets go. Even on plastic. It's like JB Weld.
Regardless I got some of that on a couple of fingers about 2 years ago. I ended up having to cut my fingers apart with an exacto knife.

Thank you both for the responses. Well, then, I know what to do if he breaks. Thanks!
Heck, it might even fix a few other things around here.
