Non-robot Robot modes???

Yeah, its bug, Scantron reported it it think.
Would be nice to see for real though. Then it could say claw instead of punch or bite instead of kick whilst still doing exactly the same damage.

In Beast Machines, there was such a character who didn't have a true robot mode but changed from one "beast mode" to another. For the toys, BW had similar characters and I think also in the comics. I doubt that OS is trying to create such options in 2.0 but as far as we know, he might be.

Nope. It's a bug. I reported it a while back but OS hasn't fixed it yet.
If you leave the alt mode it's base color, it appears as a robot mode. If you choose a custom color, it becomes the snow cat. I'm currently stuck with that on Cheetor until his alt comes back in the rotation.

Your thinking of Savage/Noble and in BW they were the Mutants.

There's some variability to that, as I have another Bulk-type character using non-default colours and the correct robot mode shows up:
