Theroy/Scene i thought up of

Maybe,before the government went to locate Soundwave hacking the satelites,Soundwave uncovered the secrets of Shockwave crash landing in Russia.While Megatron flees into hiding,soundwave quickly reports his findings to megatron as he transends into the atmosphere in search of an alt mode into blend in with.Megatron then forms a small task force along with Soundwave to attack the Russian HQ that is holding Shockwave in stasis lock.once they revive Shockwave,Shockwave then shows his appreciation by asking megatron if there is anything that he can do to repay him.Megatron then advises him to bring forth his Decepticon army from Cybertron.From there on out,i have no idea.

that actualy sounds like something that would happen in the movie.
when i heard that in the movie three you fond out that tfs were part of the u.s and russian space race. the us had megs frozen in the HD (aka Hover dam)during that time, so maybe the russians have shokwave.

Its been confirmed that the russians have had shockwave frozen since 1908. And that megatron frees him.
