They were South America exclusives.
And when have they been released? You can't even find them on Ebay.

Thats not how these kits work, each set has a theme. The two before were Pirhanacon and transformers RID 2015. The next one will something else unrelated.

They didn't make him interesting until RID2015, when he was put into a leadership role despite his inexperience.
A staple of most Transformers fiction is that the alternate mode fits the character; Soundwave, for example, is usually either a recording device, a satellite, or a spy drone, because his schtick is keeping tabs on everything and everyone, and using information as his weapon. I see the two basic types of Bumblebees as very distinct character types, and I prefer the first one.
