if these truly are given out like a lottery then i dont think they are that bad. ive always wanted a gold figure....they really do look sharp...course id want some sweet box art to go with it...

If you ever get to read this, GPS only affects plastics with lots of gold flake in it. It does not apply to chrome, which is always prone to flaking anyway. Since those Lucky Draws are all chrome, only your second reasoning applies
Hasbro did release a gold-plated version of 20th Anniversary Prime as a contest piece IIRC.

I don't think age matters... In fact, since it's a world of collector's after all, I suspect the majority entering the contest is of adult age.
