Depends on how long the license is for. Hasbro seems to be on really good terms with Volkswagen, so unless the license is exclusively for yellow Bumblebees (now that I think about it, that may be why Selects Bug Bite isn't a Bug), we'll see a redeco sooner or later.

Probably not, SS starts at the Deluxe size class. The only viable way to design something that small for SS would be to put it together with another figure. But more that that, Bee really wasn't a major player at all in TFTM, so making a SS86 figure for him doesn't make much sense and this one is horribly inaccurate to the on screen appearance which is SS whole thing.
More likely this is something they wanted to do for the new core class but didn't have a great fit for it anywhere.
