Correct, and it really isn't even articulated. It looks like it is on a hinge, but it is actually fixed in place. I'm thinking they must have wanted to make the gut gun go where it should, but couldn't make it work. Possibly ended up with something non-workable on the crotch for robot mode.
The bigger question in my mind is why did the put a face on the crotch?

Actually, it will move on that pin joint, but it doesn’t really have the clearance to swing out fully due to how the rest of the figure was designed. Maybe it was intended to flip up to give greater range of movement to the robot mode legs, primarily to do a high kick, like they’ve done for other recent War for Cybertron figures, but for whatever reason, that functionality was dropped, but it remained in the design, at least partially.

And either I’m doing something wrong, or the clearance of the tires and the arm panels is nonexistent. The front tires scrape against the panels in truck mode, and Road Ranger’s chest seems to protrude a bit too low past the tires and hits the ground.
Never picked up Huffer, so don’t know if he had the same issues.
I remember some people having an issue with huffer bowing in the middle causing not all the wheels to roll. Not sure if that's related to your issues, I never really noticed anything on my copy.
The Huffer mold does have enough clearance when everything is tabbed in correctly. You are likely missing something in the transformation. The arms have to be lined up just right and tab in multiple places to the rest of the truck.

Even if that were the case, seeing it like that shouldn't be a deal-breaker to anyone, unless hollow heads are a feature one absolutely dislikes on a figure. And if that's the case, the rest of the figure could look like a masterpiece and that person should still pass on it, because of the hollow head.It is what you see, and nobody will display an $11 core figure from the back with the entire backpack unhinged and totally out of place. I don’t feel any need to defend hasbro, they’re just a company, but the frontline picture is weird and feels oddly subjective to someone who dislikes this figure and wants others to as well lol.
