There really is no "in general"...He has different roles in different continuities...TFA has really nothing to do with G1 (despite some missleading insinuations)...
In TFA, Ultra Magnus is a High Commander of the Autobot army and Optimus Prime is simply the leader of a small maintenance team...
In G1, Optimus Prime was the overall leader of the Autobots and Ultra Magnus was the Commander of Autobot City...
Don't be confused...They are just two different versions of a character with the same name...

Armada Ultra Magnus was really Overload, who had no personality whatsoever.
Energon Ultra Magnus was just added to help flesh out the toyline and made zero fictional appearances, nor did he have a bio either.
