We have 1-11 currently, and we know the 1's are only in them in the vain hope of hitting an 8+ for a big score. 3-11 is just the same with a little less risk, besides as time goes on we'll have more of us at L9+ and theoretically will be will risky.
Look at the number of inactve teams that have stopped at L0 when they realised its a 2 month to L1 wait when played part-time. A 0-2 may help get more peeps to play longer.

I don't see the sense in a 3-11 mission if we already have a 1-11.
A 1-11 pops up now and then, add in a 3-11 and you'll have more incentive for level 9+ to stay in the arena because it's just not worth a higher level entering those missions.
Use the brackets we devised to "save HMW". Those would have made things simpler and made missions more attractive to higher levels.
And swapping the energon bonus for winning around like Tammuz suggested.

likewise i think we might want to restrict levells of missions so that if say one bot at the top level enters he should be able to make base XP as often as not from the enemey side
i mean if a level 11 enters a 1-11 he needs to score 2,048K to meet base, or over 1000 level 1s
alternatively he could would need to kill a level 10, a level 9 a level 8, a level 7, a level 6, a level 5, a level 4, a level 3 a level 2, and 2 level 1s
it starts becoming very hard for a level 11 to meet his base unless the mission size is quite massive.

9-11's are pretty good.
But at the end of the day, the arena will ALWAYS be more attractive to the highest levels than missions.
Unless of course you can fill an entire 9-11 mission, and I would imagine that's still 6 months away.
