Others?

Of course we all know that was just Alpha Strike trying to cover his own arse.

Sorry to burst your bubble here sport, but armour doesnt work against ram. (Or strafe.) It only counts against melee/weapon attacks.

But psych has a point. After all, throwin stats into Int can't do anything bad

Well, he said his builds were mostly Rammers. Since Sthrength boosts Ram, there's a point there, and then I'd say he can carry another ton of whatever armor you have, which is cheaper than re-equipping him. But Courage ain't bad.
Intel? Rammers don't need to be smart. They just lower their head and plow.

Didn't burst my bubble, I just had the damage reversed reducers reversed. I thought that Endurance reduced physical and Armor reduced tactical. Thank you for correcting me.

But you gots to be hella smart to be a good tactical genius. That's how you go all Super-Sayain-Jon-Rambo-possessed-by-Sun-Tsu's-ghost on yo' enemies to hear the lamentation of their women when ya' come out the cutty's an' hit'em with some mutant Scarface/Batman hybrid $h!t. Then you gots to get them all kinds of hyphy so they try rollin up on you hella fools deep so you can get 8 kinds of crazy on 'em with some of that ol' skool "Time to go medieval on they @sses" with a booby-trapped-forest-of-doom. Keep piss 'em off til they come at you actin' all out of pocket spoutin' some "I will break you" bull$h!t. That's when you gots to be all like "if it bleeds we can kill it" an' tell the head of the suckafishes that he just got served via some of that Bruce Lee style Mortal Kombat type 1-inch-punch-of-kill-everything swagga'-tality that be all kinds of hot on the streets. Ya' gotta keep yo pimp-hand strong if you finna make some mofo's look like theys some mark-@ss-tricks when they be caught slippin' an' end up curtains. Real talk bro, that plans hella legit.

If only int was the stat that added to the likelyhood of using tactic, then it might get some respect.

If you go Repair, then you need as much Int as you can get your hands on. But the recommendation is, build a character with a strong first tactic, *then* start adding Repair.
Because Int has never been fully functional, Repair has always been a later in the game tactic. It's the only stat with a feeder that does nothing else.
